A Purchasing Manager with DoD contract experience oversees the acquisition of supplies, services, and construction through purchase, rental, or lease, ensuring compliance with federal acquisition regulations, cost-effectiveness, quality standards and oversight of production planners. This role is critical in both the private sector and the Department of Defense, where procurement must meet strict contract, security, and compliance requirements. This is considered a working management position that is expected to perform purchasing/planning tasks when needed.

Responsibilities

  • Strategic Procurement Planning: Develop and implement purchasing strategies aligned with organizational goals, including cost reduction, quality improvement, and timely delivery. This role will also have a responsibility of purchasing/planning for approximately 33% of the time.
  • Supply Chain Management: Maintain and evaluate relationships with suppliers, conduct market research, and identify new vendors while ensuring compliance with DoD sourcing rules and FAR/DFARS requirements.
  • Contract Negotiation: Negotiate terms, pricing, and delivery schedules to secure the best value for the organization, with attention to compliance, risk mitigation, and contract performance.
  • Compliance & Risk Management: Ensure all procurement activities adhere to federal acquisition regulations, contract clauses, and DoD-specific requirements; implement risk management procedures to prevent shortages or non-compliance.
  • Cost Analysis & Benchmarking: Perform cost analyses, set benchmarks, and identify opportunities for savings while maintaining quality.
  • Team Leadership: Supervise purchasing and planning staff, delegate tasks, and train team members on procurement and planning processes, compliance, and contract management.
  • Cross-Functional Collaboration: Work with legal, finance, operations, engineering and program management to ensure procurement and planning support critical needs. Close working relationship with Finance department ensuring the Purchasing department adheres to all contractual flow-down requirements and that processes are being followed.
  • Inventory: Manage inventory controls/inventory levels, production planning and coordinate with Logistics Manager to ensure timely delivery of goods and services for both customer deliverables and ensure timely deliveries of work orders to the production floor. Work closely with Logistics Manager to ensure shipping/receiving/inventory control are clear on priorities.

Required Skills & Qualifications

  • Education: Bachelor’s degree in business, supply chain, procurement, or related field; advanced degrees or certifications (e.g., C.P.M., C.P.M. – Supply Chain).
  • Experience: Minimum 5–7 years in purchasing/procurement, with at least 3 years in a DoD or federal acquisition environment; experience with delivery orders, small purchase procedures, and contract management. Minimum 2-4 years managing of direct reports.
  • Knowledge: Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS), commercial supply sources, pricing, discounts, units of measurement, deliveries, stocks, and shipments.
  • Skills: Strong negotiation, analytical, and problem-solving abilities; proficiency in procurement software and contract management systems; ability to manage multiple priorities under tight deadlines.
  • Compliance & Security: Understanding of DoD security requirements, contract compliance, and risk management in federal procurement.

Work Environment

  • Office-based with possible travel to contract sites or supplier locations.
  • Requires attention to detail, adherence to strict compliance standards, and ability to work in a regulated, mission-driven environment.

In this role, you will work alongside the engineering team to build and test Infrared detectors, mechanical, and electronic hardware. The ideal candidate will be able to work very independently with little direction or within a team.

Responsibilities

  • Assisting in the lab including set up, diagnostics, infrastructure, text fixtures, testing and tear down of projects
  • Installs, maintains, and repairs equipment that integrates mechanical, electrical, and electronic components.
  • Integration of IR Cryogenic Stirling coolers and its components
  • Support prototyping and testing of other IR detectors as needed
  • Work closely with engineers and other teams to keep projects on schedule
  • Handling of highly sensitive electronic components
  • Use precision measurement devices
  • Use Graphical Unit Interfaces with a verity of IR devices 
  • Use of mechanical measurement equipment including calipers, micrometers, gage blocks
  • Perform visual cosmetic inspections of Infrared detectors and devices

  • Must have attention to detail, standards, and documentation
  • Experience with thermal and vacuum testing equipment

The Program Manager is responsible for ensuring all program requirements are seen through acceptable completions (cost, quality, delivery, and technical performance). The Program Manager also conducts program planning, execution, monitoring, control and reporting; serves as the primary technical and programmatic point of contact to the customer, executive management and the program team; and is responsible for managing and coordinating engineering and production resource utilization across multiple programs. The Program Manager must possess a strong technical foundation in electro-optic/sensor systems (or comparable hardware domains) alongside excellent skills in management, employee relations and planning in a rapidly growing company.

Essential Duties & Responsibilities

  • End-to-end technical management of programs, leading delivery of existing products and/or development of new products, according to strategic customer needs and system-level requirements
  • Establish and track technical milestones, Design Reviews (PDR/CDR), and program gate reviews; monitor adherence to schedules, identify technical and programmatic risks, and enact corrective actions such as resource reallocation or scope/contract modifications
  • Effectively translate and communicate technical requirements, program expectations, and goals between engineering, production, leadership, and the program team
  • Maintain working knowledge of functional/environmental test protocols, verification and validation (V&V) planning, operational readiness of program hardware, and logistical/sustainment support from concept through final implementation and delivery
  • Track program technical progress through Technical Performance Measures (TPMs) and conduct status reviews with the Program Team and engineering leads
  • Provide directions to systems, electrical, optical, mechanical, and/or software engineering teams to mitigate technical and program risk
  • Lead technical escalation and issue-resolution processes with customers in coordination with the BD department, including root-cause analysis, corrective/preventive action (CAPA), and customer retention/value-add activities
  • Define program scope, technical objectives, and requirements traceability—with support of functional/engineering management—developing and monitoring program work plans, task assignments, schedules, estimates, resource plans, and technical status reports
  • Act as technical liaison across Operations, Production, Systems Engineering, Quality, and Executive teams to assess program processes, workflows, requirements, technological enablers, financials, and communication
  • Support configuration management (CM) and change control processes across the program lifecycle
  • Develop new business and/or expand the product line with the customer, including technical scoping of follow-on work
  • Recommend cost-effective, technically sound solutions to address program challenges, engineering trade-offs, and/or opportunities

Job Requirements & Skills

  • Solid understanding of program and product management techniques, including risk management, and requirements traceability
  • Must demonstrate understanding and utilization of Microsoft Project (or equivalent scheduling tools)
  • Familiarity with technical documentation standards, including Statements of Work (SOW), Technical Specifications, Interface Control Documents (ICDs), and Data Item Descriptions (DIDs)
  • Working knowledge of hardware/product development lifecycles (concept through production), including design reviews, prototyping, and transition to manufacturing

  • Three plus (3+) years of Project/Program/Product Management in the Defense Industry preferred

Solution Development & Support

  • Strong understanding of imaging/sensor systems, electronics, optics, and signal processing.
  • Experience with system configuration, instrument control, and troubleshooting.
  • Excellent verbal and written communication skills with the ability to present complex technical concepts clearly to technical and non-technical audiences.
  • Ability to manage multiple projects and deadlines in a dynamic environment.
  • Travel is 25% – 30%

Preferred Skills

  • Hands-on experience with infrared (IR), SWIR, NIR, or related imaging technologies.
